What has to be done to turn around US voter apathy?

In past elections, narrow margins have made the difference between a winner and a loser.  Statistics show that of 197 million U.S. Citizens, only 142 million are registered to vote, and only 126 million voted in November of 2004 Presidential election. How do we get more Americans to participate in the process?
